
Domestic Installer Scheme (Part P)
The Domestic Installer Scheme is NICEIC's approval for contractors undertaking work within the scope of Part P of the Building Regulations.
What is the Domestic Installer Scheme?
NICEIC's Domestic Installer Scheme has been approved to register installers to Full Scope or Defined Competence for domestic electrical installation work in accordance with Part P Building Regulations. The scheme covers design, installation and inspection and testing and certification of electrical installation work associated with dwellings, intended to operate at low or extra low voltage.
The scopes of registration are;
Full Scope
- The scope of work covers the full range of domestic electrical installation work. This is those businesses that carry out electrical installation work as the main part of their business. However, other businesses wishing to be registered as full scope, must provide level A type work for assessment (see definition matrix below).
If the main activity of the business is not electrical installation work and involves only additions to existing circuits, then the Defined Competence route will be more appropriate.
Defined Competence
- The scope of work is limited to Level B type electrical installation work in connection with , or ancillary to, some other non-electrical work (see definition matrix below).
- Examples of work/installations that fall within the scope of Defined Competence:

The approach to registration with NICEIC's Domestic Installer Scheme is the same for Full Scope and Defined Competence.

What are the immediate benefits of NICEIC Registration?
Contractors can be assured that their installations are accepted by Local Building Control Departments as complying with the Building Regulations (Part P) and that they are recognised for the quality of their work.

- Peace of mind, as NICEIC has an independent Complaints Procedure and Insurance Backed Warranty Scheme if any problems should arise
How to gain Registration?
The information is intended to highlight the key areas of the assessment and registration process for the NICEIC Domestic Installer Scheme. Sites for assessment
The two installations you provide for your site assessment must be:
- Electrical works in accordance with Part P of the Building Regulations
- Works completed within the last twelve months by your organisation (work completed by your business on your own, relatives or friends property is also acceptable)
- Fully installed, inspected, tested and certificated
- Within thirty minutes travelling distance of each other
Application Review Process
Once we have received your request to commence the application process, we will issue an invoice and confirm a date for the site assessment visit in writing.
WE ARE ABLE TO ACCEPT APPLICATIONS WITHOUT DETAILS OF THE SITES YOU WISH TO BE ASSESSED ON. HOWEVER, WE ARE UNABLE TO PROGRESS YOUR APPLICATION THROUGH TO ASSESSMENT UNTIL YOU PROVIDE US WITH FULL DETAILS OF TWO COMPLETED INSTALLATIONS.
Please do not delay providing details of your completed works; if your business does not achieve registration within the 12 month period, a new application, together with a new fee will be required.
YOUR BUSINESS IS NOT REGISTERED WITH THE SCHEME UNTIL THE FULL ASSESSMENT PROCESS IS SUCCESSFULLY COMPLETED AND CONFIRMATION OF REGISTRATION IS CONFIRMED BY NICEIC HEAD OFFICE.

Site Assessment
The site assessment will normally last half a day. It is a very important you are fully prepared to enable the visit to go as smoothly as possible. Your company representative (Qualified Supervisor) will be expected to ensure access to each installation and to accompany our assessor throughout the assessment visit. Please contact us without delay if the proposed date in inconvenient. Late cancellations of a booked assessment are likely to incur an additional fee.
On site, the NICEIC assessor will expect your representative to demonstrate the correct use of test instruments and to interpret the test results. At the end of the visit our engineer will provide a completed 'Visit Summary and Recommendation' form, confirming whether registration of your business is to be recommended. The final registration decision rests with NICEIC Head Office. If a further assessment is necessary, this will be subject to an additional fee.

Details required to finalise the registration process:
- Successful assessment undertaken
- Full Payment of any outstanding invoices
- Copy of Public Liability Insurance document received by Head Office
- Copy of relevant qualification for the Qualified Supervisor(s) received by Head Office (conditional registration will be provided if the qualifications are not available)
- Signed application form (telephone-based applications)
IF THE REGISTRATION IS NOT ACHIEVED WITHIN A 12 MONTH PERIOD, A FRESH APPLICATION IS REQUIRED TOGETHER WITH THE ASSOCIATED FEE.

Registration
When all requirements for registration are met your business will be registered as a Domestic Installer, We will issue a Registration Certificate together with details of how to notify your completed works plus a copy of the The Essential Guide to the Wiring Regulations. A TrustMark sub-license will also be included, for more details on the TrustMark scheme, please visit. www.trustmark.org.uk.
Your business trading name will be added to the NICEIC Register of Domestic Installers, used by specifiers and the public to select competent installers. Your business will also be eligible to display the distinctive Registration Mark and to purchase NICEIC Domestic Installer certificates, subject to certain conditions.
The Domestic Installer logo and the name NICEIC (or variations of) can only be advertised by your business to prospect for, and install works which fall under the remit of Part P of the Building Regulations.
